Once you have completed all the Arboren quests and got the Kobold King achievement, head to Kobold Prison and talk to Mama Tom.
When we talk to Mama Tom, she will ask us to go to Stumpy Town and look for Grandpa Tom.
When we talk to Grandpa Tom, he will tell us to go back to Mama Tom in Kobolb Prison.
In this part of the mission to be able to talk to Mama Tom in Kobold Prison, we must have x1 Confidential Document, which we will get by hunting any type of Kobold's. Then she will tell us to talk to Mama Tom in Stumpy Town.
Once we have given her the Confidential Document, we look for Grandpa Tom and talk to him.

Speak to Grandpa Tom again after you have the map fragments.
Once the mission is completed, he'll ask you to look for a 1 Delfinos Hideout Map. (dropped from Capo).

After you get the map, hand it in to Grandpa Tom, and he'll give you an ETC called Il Capo File.
Speak to Mama Tom, she will take the Il Capo File and give you 1 Guild Assassins' Envelope.

Now you can face the big boss Kobold King.
